Trying to escape a criminal past, one man attempts to join the ranks of the Shaolin Warriors, but is denied. Having impressed the King with his dedication, he is hired as a temple groundskeeper. Working on the temple grounds during the day and mastering Kung Fu at night, he prepares for a second chance at becoming a warrior. His test comes sooner than expected, when his King's enemy declares war, leaving him alone to defend the temple.
As two international policemen are killed during the investigation, the headquarters dispatches Bobby Kim to Hong-Kong. Joining Pa-Ryung who has already started the investigation, Bobby Kim meets his lover, Kyeong-Hee. But since the information is leaked out, Kyeong-Hee is suspected. In anguish, he gets out of the organization and becomes alcoholic. The communists try to use him, but everything is a plot planned by communists.

Buddhist priest Won-kak gets the Buddhist soldiers together and tells them to protect to the end the national treasure, the golden Buddhist statue that is at Shaolin temple. The mute So-sun works as the lowest servant at the temple and learns how to fight. One day, evil men come and steal the gold statue. So-sun sees this and tells Buddhist priest Sio but the ringleader of men is none other than the Mongolian informant Il-gong. So-sun ends up on the run due to scheming of Il-gong. After training with the Pungdo-hyub fighting technique, Il-gong turns the Shaolin Temple into the bandits' headquarters. So-sun searches out the 'Hwa-gong Secret Fighting Technique' scriptures and trains under it to defeat the Pungdo-hyub fighting technique.
During Japan's invasion of China in World War II, two disgraced Japanese soldiers are given a second chance. Facing execution for various infractions, the two men are offered a reprieve if they take a special assignment. Since they can speak Chinese and know the territory, the men are assigned to the task of running a Chinese labor camp the Japanese operate in occupied territory.
