World War II is raging and the manpower shortage has hit the range since every able-bodied cowboy of military age is off fighting for Uncle Sam. Dad Mathews, a rancher with a huge government contract order for beef, has trouble with the cattle rustlers, led by Henry Judson and Lefty Lewis, who are taking advantage of the situation to steal his herds. John Paul Revere, Special State Investigator, arrives, and upon meeting Mathews' daughter, Betty, gets the idea of recruiting the hard-riding daughters of the district into the WAPS, an organization which will be to the cattle country what the WACS and WAVES are to the Army and Navy. He trains them in military procedure and provides them with radio sending-and-receiving sets. Johnny's sidekick, Frog Millhouse, finds himself the possessor of a "walkie-talkie" which he considers just a "doo-dad" at first, but which is instrumental in the end, in helping Johnny and the WAPS trap the gang of rustlers in their hideout.

In the first of the six films Bob Steele made in PRC's "Billy the Kid" series, gun law rules in Lincoln County, New Mexico in 1972, where Sam Daly and Pete Morgan operate a general store. Daly expects to be elected sheriff and he and Morgan intend to bring off a final big coup and then disappear. To further their plans, they have local ranchers such as the Bennett brothers killed. Billy Bonney and his friends Fuzzy Jones and Jeff Travis, driving a cattle herd and friends of the Bennetts,engage in a gun battle with the killers that frightens the stage horses. Billy gives chase and rescues Judge Fitzgerald and his daughter Molly. The judge has been sent by Washington's Department of Justice to take over the law enforcement in Lincoln County, but is murdered by the Daly/Morgan henchman. Sheriff Long deputizes Billy and his friends to bring in the killers, but Daly is elected sheriff, and promptly brands Billy, Jeff and Fuzzy as outlaws. Needing to rob the stage, the boss gets the boys out of jail so they can be blamed. But this is just the chance they need to catch the robbers.

The nearby town of Dow City is under the control of a lawless trio headed by Trigger (Lee Roberts, Clem Kensington (Foxy Callahan) and Joe Morino (Dennis Moore). A member of the gang is Tucson Brown (Lee Bennett), one of J.C.'s trusted hands. When Eddie decides to buy the horses, Tucson steals the herd to prevent the sale. Soldiers, sent to investigate, are brutally murdered. The aroused townspeople elect Tennessee (William Fawcett, J.C.'s foreman, as sheriff. When the outlaws murder Tennessee, Eddie and Soapy, along with the reformed Tucson, swing into action.
